Public consultation now open: help shape the Climate Resilience Process Criteria

Climate Bonds Initiative is opening a new public consultation for the development of the Climate Resilience Process Criteria, a framework under the Climate Bonds Standard to guide the Certification of investments that contribute to climate Adaptation and Resilience (A&R). The consultation is open until 27 June 2025

 
Building on the Climate Bonds Resilience Taxonomy (CBRT), these Criteria expand the scope of certifiable sustainable investments to include projects with meaningful contributions to Adaptation & Resilience (A&R). The Certification of instruments with a strong resilience component will put a spotlight on what constitutes adaptation finance, whilst also showcasing best practices in A&R finance. This will help mobilise much-needed capital toward A&R solutions. 

 

Why now? 
 

Until recently, green finance has primarily focused on mitigation. But with ecosystems, communities and economies facing increasing exposure to climate-related hazards, the need to integrate resilience into financial decision-making has become urgent. 
 

In September 2024, the scope of the Climate Bonds Taxonomy was extended to include the CBRT, which provides clarity on credible climate resilience investments and aims to help boost global capital flows toward A&R. 
 

The Climate Resilience Process Criteria operationalise this framework, offering an approach to Certify investments that demonstrate strong climate risk integration and adaptive capacity. 

 

How the Criteria work 
 

The assessment of A&R investments will reference existing Climate Bonds sector Criteria where Climate resilience investments are defined. Where sector Criteria for climate resilience investments do not yet exist, a process-based approach will be used to apply the CBRT in its current form. As the CBRT is reviewed and validated by sector-specific thematic working groups, the finalised criteria will progressively replace the interim process-based criteria.
