Financing Climate Adaptation and Resilience: Ten Policy Approaches

This paper highlights ten examples from developed markets (DMs) and EMDEs that address some of the key barriers to resilience investment across the investment cycle, by embedding resilience in decision- making, strengthening investment incentives, and closing crucial risk protection gaps. While the examples differ in geography and design, they demonstrate a common lesson: scaling adaptation finance requires a portfolio of complementary policies rather than a single financial instrument.
