From 2017 to 2020, the Climate Bonds Initiative led a series of activities and market analyses under the “InfraInvest: Sustainable Infrastructure for Brazil”, project developed in partnership with the Inter-American Development Bank (IDB) and the Secretariat for Infrastructure Development of Brazil’s Ministry of Economy.

The project identifies and promotes innovative financial solutions for financing a green infrastructure pipeline, aligned with Brazil’s NDC and the Paris Agreement, to help reduce the country’s infrastructure deficit, while promoting mitigation and adaptation to climate risks.

The Policy Brief on Opportunities for Sustainable Infrastructure Investments at City level in Brazil identified green finance opportunities in key infrastructure sectors aligned with low carbon development and resilience. It highlights the opportunity to finance subnational sustainable infrastructure and access new capital flows looking for positive environmental and social impacts, especially in international markets.

Market outreach and capacity building activities were also carried out with high-level meetings in Florianópolis, Salvador and São Paulo, that gathered over 80 representatives of infrastructure companies and concessionaires, investors and subnational governments to discuss local challenges and opportunities on financing sustainable infrastructure projects.

The Green Infrastructure Investment Opportunities Brazil 2019 report identifies challenges and solutions for funding green infrastructure in key sectors in Brazil, proposes policy recommendations, presents potentially eligible projects for green bond issuances while also mapping local green financial instruments. Additionally, in partnership with Pinheiro Neto Advogados, the report provides a Regulatory and Legal analysis with recommendations to unlock infrastructure investments in the country.

CBI also designed an Infographic on How to Issue Thematic Bonds for stakeholders to better understand the steps involved in issuing Green, Social, Sustainable and Sustainability-linked bonds. It also presents the main guidelines supporting each of these labels.

Most recently, in 2021, the Policy Brief on Pooled Finance: Brazil’s Opportunity to Finance Subnational Sustainable Infrastructure was launched. It presents opportunities for smaller municipalities to access financing options via capital markets, specially leveraging the role of Subnational Public Consortia. It also give insights on the local regulatory and legal framework for pooled financing of infrastructure projects while connecting to international experiences that could serve as inspiration for implementing Pooled Finance Mechanisms in Brazil.

In sum, these products and engagement activities, provided important inputs to serve as a basis for Brazil to consolidate its sustainable infrastructure agenda and unlock investments opportunities.

De 2017 a 2020, a Climate Bonds Initiative liderou uma série de atividades e análises de mercado no âmbito do “InfraInvest: Infraestrutura Sustentável para o Brasil”, projeto desenvolvido em parceria com o Banco Interamericano de Desenvolvimento (BID) e a Secretaria de Desenvolvimento de Infraestrutura do Ministério da Economia do Brasil.

O projeto identifica e promove soluções financeiras inovadoras para financiar um gasoduto de infraestrutura verde, alinhado com a NDC do Brasil e o Acordo de Paris, para ajudar a reduzir o déficit de infraestrutura do país, enquanto promove a mitigação e adaptação aos riscos climáticos.

O relatório sobre Oportunidades de Investimentos em Infraestrutura a Nível Municipal no Brasil identificou oportunidades de financiamento verde em setores-chave de infraestrutura alinhados com o desenvolvimento de baixo carbono e resiliência. Ele destaca a oportunidade de financiar infraestrutura subnacional sustentável e acessar novos fluxos de capital em busca de impactos ambientais e sociais positivos, especialmente nos mercados internacionais.

Também foram realizadas atividades de sensibilização de mercado e capacitação, com reuniões de alto nível em Florianópolis, Salvador e São Paulo, que reuniram mais de 80 representantes de empresas e concessionárias de infraestrutura, investidores e governos subnacionais para discutir os desafios e oportunidades locais no financiamento de projetos de infraestrutura sustentável.

O relatório Oportunidades de Investimento em Infraestrutura Verde Brasil 2019 identifica desafios e soluções para o financiamento de infraestrutura verde em setores-chave no Brasil, propõe recomendações de políticas, apresenta projetos potencialmente elegíveis para emissões de títulos verdes, ao mesmo tempo que mapeia instrumentos financeiros verdes locais. Além disso, em parceria com Pinheiro Neto Advogados, o relatório traz uma análise Regulatória e Jurídica com recomendações para destravar investimentos em infraestrutura no país.

A CBI também elaborou um infográfico sobre Como Emitir Títulos Temáticos para que as partes interessadas entendam melhor as etapas envolvidas na emissão de títulos verdes, sociais, sustentáveis ​​e vinculados à sustentabilidade. Ele também apresenta as principais diretrizes que dão suporte a cada um desses rótulos.

Mais recentemente, em 2021, foi lançado o Modelagem Financeira de Gestão Consorciada: Oportunidade para o Brasil Financiar a Infraestrutura Subnacional Sustentável. Ele apresenta oportunidades para municípios menores acessarem opções de financiamento por meio dos mercados de capitais, especialmente alavancando o papel de Consórcios Públicos Subnacionais. Ele também oferece uma visão sobre a estrutura regulatória e legal local para o financiamento conjunto de projetos de infraestrutura, ao mesmo tempo em que conecta experiências internacionais que podem servir de inspiração para a implementação de mecanismos de financiamento conjunto no Brasil.

Em suma, esses produtos e atividades de engajamento forneceram importantes insumos para servir de base para o Brasil consolidar sua agenda de infraestrutura sustentável e desbloquear oportunidades de investimentos.
