Issuers need to complete the following two documents to Apply for Certification of their debt instrument under the Climate Bonds Standard:

  1. Climate Bond Information Form which is submitted to the CBI and then regularly updated by the issuer throughout the certification process (available here)
  2. Certification Application & Agreement (available here), representing a legal document to be checked by the issuer’s legal department and then signed by an authorized representative of the issuer.

Prospective issuers need to engage an Approved Verifier to undertake pre-issuance and post-issuance verification and provide Verifier’s Reports to the issuer.  The Verifier Scope of Services (available here) is provided by CBI to help issuers more easily engage an Approved Verifier and describes what the commercial engagement should include. 


Climate Bonds Standard

CBI has recently released an updated version of the Climate Bonds Standard (English: Version 2.1  - Chinese: Version 2.1) which includes a List of Debt Instruments (English: here - Chinese: here) that are eligible for Certification under the Climate Bonds Standard.

The Climate Bonds Standard uses a library of Sector-Specific Criteria to determine eligibility of projects and assets for Certification.  These are available via the table below. The library covers the asset classes identified in the Climate Bonds Taxonomy (available here) and will continue to expand and be updated over time.

The Climate Bonds Standard is part of a broader package of documents that work together to create a consistent and credible approach to Standards - Assurance - Certification for the robust labelling of bonds and other debt instruments.  The documents below provide details on the role and responsibilities of Approved Verifiers in the Climate Bonds Standard & Certification Scheme.

Assurance Framework (available in English: here and in Chinese: here)

  • Provides the principles for assurance and lays out the governance and decision making structures for the Scheme
  • Describes the role of the approved verifier in the certification process
  • Defines the criteria used in the approval of verifiers and the maintenance of approval
  • Describes the approach to the ongoing oversight of approved verifiers.


Guidance for Verifiers (available in English: here and in Chinese: here)

  • Provides the assessment methodology and verification procedures that verifiers must use in preparing, undertaking and reporting on verifications under the Scheme
  • Describes the approaches to managing conflicts of interest and impartiality of verifiers.
