Financing Japan’s Grid: The Ten Trillion Yen Investment Opportunity
A modern electricity grid is essential to Japan's energy transition, but delivering the infrastructure needed will require unprecedented levels of investment.
This paper explores how Japan can mobilise the capital needed to modernise its electricity grid, transforming a critical bottleneck to decarbonisation into one of the country's largest investable infrastructure opportunities.
Japan imports around 87.4% of its energy and, unlike other major economies, has no cross-border grid connections to fall back on. Government estimates suggest that addressing these challenges will require around JPY10 trillion of investment by 2040.
Public funding through GX Transition Bonds has provided an important starting point, but unlocking capital at this scale will require bankable revenue frameworks and financing vehicles that can attract pension funds, insurers and other long-term investors.

日本の電力網への資金動員:10 兆円の 投資機会
近代的な電力網は、日本のエネルギー移行を実現するうえで不可欠である。しかし、その実現に必要なインフラ整備には、これまでにない規模の投資が求められる。
本レポートでは、日本の電網力の送配電網の拡張に必要な資金をどのように調達するかを検討し、脱炭素化に向けた構造的なボトルネックを国内最大級の投資対象資産クラスへと転換する機会について概説するものである。
日本はエネルギーの約87.4%を輸入に依存しており、また地理的な制約から、他の主要経済国とは異なり、国境を越えた送配電網の接続がないため、電力システム全体のバランスを自力で維持しなければならない。政府の計画によれば、この問題を解決するには2040年までに約10兆円の投資が必要となる見込みだ。
GX経済移行債による公的資金の投入は重要な第一歩となったが、この規模の投資を実現するためには、年金基金や保険会社をはじめとする長期機関投資家を呼び込める、投資可能性(バンカビリティ)の高い収益枠組みと資金調達スキームの構築が不可欠である。
