Decarbonising to Compete

This new report, funded by UK PACT Brazil, analyses the technological, policy and investment pathways required to accelerate the decarbonisation of Brazil’s cement and steel sectors, two of the country’s most emissions-intensive yet economically strategic industries.

Positioned at the intersection of climate ambition and industrial competitiveness, the report highlights how Brazil’s renewable energy matrix, widespread biomass use and growing policy momentum create a unique opportunity to lead the global transition in hard-to-abate sectors.

It identifies electrification, low-carbon hydrogen and carbon capture and storage, combined with near-term efficiency measures, as critical levers for achieving emissions reductions at scale. The analysis also outlines key financing opportunities, including thematic debt instruments, policy frameworks and market mechanisms needed to mobilise capital and unlock investment in a low-carbon industrial future.
