Cementing Japan's Position as a Global Leader in Resilience Investment
As climate risks intensify, scaling investment in adaptation and resilience is becoming an increasingly important priority for governments and investors alike.
Climate Bonds Initiative has published a new paper exploring how Japan can turn its world-leading resilience capabilities into a major investment opportunity, elevating adaptation and resilience to sit alongside the country's climate transition agenda.
Japan accounts for 17.5% of all global economic losses from natural disasters, and disaster recovery is a growing fiscal burden. A single Nankai Trough megaquake could cost the country JPY292 trillion, yet resilience investment remains concentrated almost entirely in the public sector.
This paper argues for an RX (resilience transformation) agenda, modelled on Japan's GX framework, to crowd in private investment through labelled bonds, tax incentives and disclosure requirements. It also highlights the opportunity for Japan to position its resilience expertise as an export industry and tap a global market that could grow to USD9 trillion by 2050.

日本が有する世界トップクラスのレジリエンス分野の強みを大きな投資機会へと転換し、適応とレジリエンスを GX(グリーントランスフォーメーション)と並ぶ重要な政策アジェンダとして位置づけるための方向性を提示する。
日本は、自然災害による世界全体の経済損失の17.5%を占めており、災害復旧コストが大きな財政負担となっている。南海トラフで発生する単一の巨大地震だけで、日本に292兆円の損失をもたらす可能性がある。しかし、レジリエンス投資は公共部門に集中しており、民間資本は依然としてほとんど参入していない。 日本にはすでに、「国家強靭化中期計画」(20兆円規模)という政策基盤と、それを土台とする世界的に競争力のあるレジリエンス産業が存在している。
本レポートでは、日本のGXフレームワークをモデルとした「RX(レジリエンス・トランスフォーメーション)」アジェンダを提唱する。これは、ラベル付き債券、税制優遇措置、開示要件を通じて民間投資を呼び込むと同時に、日本のレジリエンスに関する専門知識を輸出産業として位置づけ、2050年までに9兆米ドル規模に成長する可能性のある世界市場を開拓することを目指すものである。
